Coal resource polygons classified as either restricted or available for mining as based on defined geologic and land-use criteria which are specific to underground and surface mining methods.
This dataset was based on the combination and classification of geospatial layers sourced from both internal ISGS project data and publicly available datasets.
This map was created as part of the National Coal Availability Assessment being conducted by the USGS.
<purpose>
These data are appropriate for use in local and regional thematic analysis. The data are not appropriate as a geodetic, legal or engineering base. The data set was not and is not intended as a substitute for surveyed locations, such as can be determined by a registered Public Land Surveyor. Although useful in a GIS as a reference base layer for maps, the data set has no legal basis in the definition of boundaries or property lines.

Layers used in the classification of this coverage include:
coal geology and related layers that were extracted from previous
coal resource coverages; overburden geology that was contoured from
public ISGS well and coal test data; other geologic layers that were
mapped specific to this study, extracted from previous coverages, or
digitized from the source maps; and land use features were extracted
from 1:24,000 and 1:100,000 scale USGS DLG files or were digitized
from these sources. Any discrepancies were compared to the original
source paper map, mylar separate, or previous coverage. Polygon
boundaries based on isopach lines are based on public data available
to the ISGS at the time of the original map compilation. Accuracy of
this compilation is dependent on the locational and measurement
accuracy of the original data points, the distribution of data points,
the local variability of the coal seam, overburden characteristics,
and other factors.
</attraccr>
</attracc>
<logic>
Polygon and chain-node topology is present. The original ArcInfo
coverage was checked for complete chain-node topology (no dangling
arcs, except where appropriate), polygon labels (one per polygon,
except for universal polygon), correct regions topology, boundary
values appropriate for map projection and map units, and appropriate
"fuzzy" tolerances. There are no known arc, polygon or region
attribute values outside the appropriate value domains.
</logic>
<complete>
In areas of limited coal resource data, boundaries may have been
generalized using section lines and/or county boundaries.

This is a generalized depiction of regional ground condition.
Horizontal positional accuracy was verified by manual overlay of
source and hard-copy plots. Arcs within line-width of source maps
are deemed acceptable. For positional accuracy of source maps
or coverages, contact the ISGS Coal Section.

All coal resource and potential geologic and land-use coverages
were coded for unique item attributes and sequentially unioned
together in ArcInfo into one coverage, then classified using an
INFO program. The INFO program consisted of a set defined rules
and restrcitions to mining which hierarchically classified each
polygon within the unioned coverage. Polygons which were not
classified as restricted were thus identified as coal available
for mining.
The resultant polygon coverage was created as follows, using
steps similar to the processing of the Springfield Coal
coverages shown as an example:

Existing Coal Section resource coverages for each appropriate
county contain detailed information on thickness, depth, and
tonnage.
The classified coverage 'sprfd_all' was then used in conjunction
with these county resource coverages to identify blocks of
available coal that had a) less than sufficient tonnage required,
or b) too irregular a shape to support a mining operation. The
block restriction polygons in the 'sprfd_all' coverage were coded
interactively using ArcView and/or with minor editing in ArcInfo.
For detailed information on minimum block size tonnages used as
well as other restrictions to mining, please see report IM118,
The Availability of the Springfield Coal for Mining in Illinois.
